Sioux Indians. Message from the President of the United States, transmitting, in response to a resolution of the House of February 3, a report of Lieutenant-Colonel Merritt, of the Ninth Cavalry, charged by the Secretary of War with the duty of making inquiries into the causes of the exhaustion of the appropriation for the support and subsistence of Sioux Indians for the present fiscal year.
