This thesis discusses the design and characterization of a standard cell library for the SkyWater 130nm process. A detailed overview of the design process is examined, addressing both methodology as well as theoretical arguments behind specific design choices. Results consist of a robust and flexible standard cell kit as well as a complete and customizable design flow. In accordance with the objectives of the Free and Open-Source Silicon Foundation, the standard cell library and design flows discussed herein can be found inside publicly-accessible code repositories alongside the rest of the SkyWater Open Source PDK.
