dc.description.abstractThe Oklahoma Department of Transportation (ODOT) let four paving projects where Òpercent within limitsÓ (PWL) specifications were employed. The PWL Specifications are intended to be used as part of the Quality Assessment program to determine the statistical probability of conformance to specified material properties and construction details, and to base the Pay Factor (PF) off of the probability of conformance to specifications. The specifications are relatively new to the ODOT, as are the governing principles. In fact, the four paving jobs are the first to implement the PWL specifications to calculate the probability of conformance and associated pay factors. This project evaluates the performance of the PWL specifications and the suitability of PWL specifications for future jobs.
