This report describes accomplishments and presents the design and evaluation of the information system, called ScourCast™. The ScourCast™ system is capable of providing plan of action and other bridge information in a single site, and real-time modeling and monitoring of flow rates at scour-critical bridges. System support for this project is provided to the University of Oklahoma by Vieux and Associates, Inc., Norman Oklahoma, for the Oklahoma Department of Transportation (ODOT), Bridge Division. This project develops design requirements and evaluates the effectiveness of a real-time scour risk identification system that can be used as a countermeasure for scour-critical bridges. The resulting system assists in the identification of elevated risk conditions and track agency responses in the context of a GIS and database documentation as a real-time operational system. The system utilizes GIS information to effectively communicate the location of scour-critical bridge locations that have recently experienced significant hydrologic events. The ScourCast™ system responds to a national need established by the updated National Bridge Inspection Standards (NBIS) regulation, 23 CFR 650.313.e.3.
