dc.description.abstractThe purpose of this thesis is to explore the possibility that Environmental Quality can be enhanced through incorporating biodiversity into the National Environmental Policy Act (NEPA) process. The NEPA process does not currently consider biodiversity when evaluating overall ecological condition. My argument is that biodiversity is an important endpoint indicator of a system's ecological health, and should be required to be adequately considered in order to satisfy compliance with NEPA.
